Manually mark a quote as "validated" or "rejected" on the company side

As a user, I would like to be able to manually mark a quote as "validated" or "declined" from my interface. Currently, only customers can change the status of a quote by validating or declining it. This feature would enable me to better manage quotes for customers who give their approval by another means (telephone, in person, etc.) without going through the online customer area.
