Visibility control of gallery photos for installers and customers

Enable the visibility of photos in a project gallery to be defined on a granular basis, so that installers can view them without customers having access to them. Currently, the 'customer visible' option hides photos from customers, but it's not clear whether installers can see them, and there's no option to make them visible only to installers.
